This reverts commit 79be99aff4.
/usr/bin/env 8.28 and below doesn't know -S.

Add . to perl path for all perl tests
* tests/*.px: Add -I . to the shebang
This allows perl test to be run from tests/ directory, e.g. via
./Test--post-file.px

Don't use --debug in Test--post-file.px
Test--post-file.px fails when wget is compiled without debugging support.
