Rework `ExternalImage`, introduce `ReusableInput` for multiple attempts when uploading images; Add `BotConfiguration.fileCacheStrategy`, defaults use cache system from host OS; Introduce `DeferredReusableInput` for `*.toExternalImage` on JVM.
