don't aggregate publishSigned/publishSignedLocal
...
We have to override all sbt-pgp stuff in .sbt files
because sbt-pgp uses plugin.settings and thus overrides
Build.scala configuration. So the no-op'ing of publishSigned
in some of the projects didn't work.
